LA Consulting's principal Mr. Harry Lorick, P.E., PWLF, T.O.E., presented at the American Public Works Associations Annual National Congress held in Phoenix, Arizona August 30th - September 2nd, 2015.
During one of the Lightning Rounds on September 1st, Mr. Lorick discussed the difference between efficiency and effectiveness. He emphasized that efficiency is the utilization of resources to optimize the output while minimizing the input which often involves costs, unit cost, and productivity measures (units/hour). He discussed that effectiveness measures if the actual output meets the desired output. Mr. Lorick discussed the approach to achieving both efficiency and effectives, the process and how to evaluate efforts. He discussed how to implement technology and compared agencies.
