Right-of-Way Management Study To Serve as Guideline for City, Three Other Los Angeles County Municipalities --
Lorick Associates Consulting, Inc. (LAC) has been awarded a contract from the City of Santa Monica, CA to conduct an extensive right-of-way management study. Harry Lorick, P.E., LAC president, made the announcement.
According to Dave Britton, senior civil engineer for Santa Monica, the six-month evaluation by LAC will be an invaluable tool in analyzing various infrastructure elements. “This is being done as part of our telecommunications master plan adopted by the city council last May,” Britton said. “One of the requirements of the plan is that Santa Monica undertake a right-of-way management study. LAC will analyze, for example, how we process underground utility permits, the number of people and steps involved in the process, look at plan check requirements, and do a utility ‘cut’ study.”
Lorick said that the utility portion of the study is particularly important to the city. “We’ll be establishing and evaluating standards as related to trench repair in public rights-of-way,” he said. “These include re-engineering of the current process, establishing trench repair standards and reviewing the possibility of roadway damage as a result of the trench cut. Non-destructive testing was done on the trenches to evaluate the impact of the trench on the adjacent roadway. We have also interviewed 14 utility companies to date to develop the guidelines and solicit their ideas.”
Lorick added that three Los Angeles County municipalities – Culver City, Redondo Beach, and West Hollywood – are also joining the project and their right-of-way reviews are underway. “This is the first time Santa Monica has implemented a study like this,” Britton said. “When we receive the final report at the end of the year, we’ll use it as a guideline for managing excavators and utilities and for determining what recommendations to make to the city council for adoption.”
